On May 7, the Planning and Sustainability Commission (PSC) held a public hearing on the West Hayden Island (WHI) Amended Draft Plan. More than 150 people attended, with over 70 people providing oral or written testimony, including sovereign nation tribal representatives and former members of the project advisory committee. The hearing lasted four hours; the Commission closed the public hearing at 9 p.m. once all testifiers had a chance to speak. Because all oral testimony was completed at the meeting, there will not be a PSC meeting or continued hearing on May 14.
Although the WHI oral hearing is closed, the Commission will keep the written record open until May 14 at 5 p.m. Written testimony must be received by 5 p.m. on May 14 to be considered for the record. On Tuesday, May 7, 2013, the Planning and Sustainability Commission (PSC) will hold a public hearing starting at 5 p.m. at 1900 SW 4th Ave, room 2500 (2nd floor). The hearing is open to the public and testimony will be taken on the WHI draft proposal. Doors will open at 4:30 p.m.

Documents are part of the Amended Proposed Draft for West Hayden Island
The Bureau of Planning and Sustainability (BPS) has updated drafts of the Hayden Island Natural Resources Inventory (NRI) and Economic, Social, Environmental and Energy (ESEE) Analysis. Both reports are part of the Amended Proposed Draft for West Hayden Island, which will be the subject of the May 7, 2013, Planning and Sustainability Commission (PSC) hearing. A PSC work session and possible vote on the proposal is scheduled for May 28.
The NRI includes information about the location, quantity and quality of natural resources on the island and a determination of significance for identified resources. The ESEE includes identification of conflicting uses, determination of the impact area, analysis of the ESEE consequences of allowing, limiting or prohibiting conflicting uses, and a recommendation for the circumstances under which development should be allowed or limited.
The NRI and ESEE are used to inform development of the West Hayden Island Plan District Zoning Code. The NRI, ESEE and environmental regulations are also components of the City’s compliance with Metro’s Title 13 - Nature in Neighborhoods.

Document updates previous drafts
On April 9th, the Bureau of Planning and Sustainability (BPS) released the Amended Proposed Draft for West Hayden Island at a Planning and Sustainability Commission (PSC) briefing. The document represents the third draft of proposals for the planning and annexation of West Hayden Island, in response to the City Council's resolution (No 36805). In August 2012, BPS released the first draft proposal for PSC consideration. In November, 2012 a second draft was released, which responded to further input from the project Advisory Committee. The PSC held two public hearings in November 2012 and discussed the draft proposal in a number of work sessions in early 2013.
This third draft responds to initial direction from the PSC and will be the subject of an additional hearing on May 7, with a work session and possible vote to be considered on May 28. Upon receipt of a recommendation from the PSC, the City Council may consider this proposal.

Packet provides background information for their March 26th work session
The Bureau of Planning and Sustainability (BPS) forwarded a packet of material to the Planning and Sustainability Commission (PSC) for their March 26th work session. This session will be held from 2-5 p.m. (note new time) at the 1900 SW 4th Ave building, 2500A. Materials in the packet include: 1) responses to PSC questions on the topics of economics, finance, and recreation, 2) technical reviewer comments and 3) supplemental letters and memos. The packet is available for public review here. BPS will provide a second memo that ties together project and mitigation costs at this same link in the next few days.
