Public Weighs in on Concept Plan Alternatives for West Hayden Island

Public Comments on Concept Plan Alternatives

Between late September and early November 2011, the Bureau of Planning and Sustainability hosted several public events and an online survey to give the public several opportunities to comment on the draft concept plans for West Hayden Island. More than 100 people commented on two alternatives for accommodating both marine terminal development as well as open space and recreation on the island’s 800 acres.

Project consultant Cogan Owens Cogan produced a report that summarizes this public input on the concept plan alternatives. While most comments were based on specific features of the Concept Plan Alternatives, numerous respondents addressed the general topic of industrial development on West Hayden Island, with opinions split on whether it is appropriate or not. Proponents cited a lack of industrial land in the region, while opponents cited  the lack of a demonstrated need for a marine terminal at this site. 

The WHI Advisory Committee, City staff and the project consultant team at Worley Parsons are using this information to create a single draft concept plan. It will also inform their discussions about annexation, potential zoning and other land use regulations for the site. All of this information will be part of the legislative package that BPS will prepare for the Planning and Sustainability Commission and City Council consideration in mid-2012.

Third West Hayden Island Technical Work Session Explores Port Coordination and Transportation Impacts

On Dec. 16, 2011, the WHI Advisory Committee and a group of technical experts reviewed and discussed two recently completed reports produced by City staff, which included a memo on coordination opportunities between the Port of Portland and Port of Vancouver and  Phase 1 - Transportation Impact Analysis. During this facilitated work session, the advisory committee heard and discussed experts’ insights on the reports. Review the meeting summary.

These work sessions provide an opportunity to discuss any major issues related to the reports and review potential changes to the documents. Additional technical work sessions will be held on other subjects over the next few months. The public is welcome to attend and provide comment at these discussions. WHI News: Consultants release Final Base Concept Plan and Technical Studies

Staff with the Bureau of Planning and Sustainability (BPS), in conjunction with the consultant Worley Parsons, has released the draft Concept Plan report for West Hayden Island. The concept plan is a “snapshot in time” of what may be feasible for a potential future development on 300 of the island’s 800+ acres, as well as natural resource enhancement and passive recreational opportunities on the remaining 500 acres. It is being used to help inform staff as they move forward with developing the proposed zoning and regulations that will apply on the island.

BPS staff have also made available the following three draft reports in preparation for a technical worksession on these subjects on March 23rd beginning at 8:30a.m. The reports will be discussed in the order listed below:

  • Harbor Lands Inventory: (Discussion from 8:30–10:00 a.m.) This consultant study reviews the most recent cargo forecasts to determine the potential need for marine terminal land and considers the development potential for certain sites along the Willamette.

  • Public Benefit / Cost Analysis: (Discussion from 10:15 a.m.-noon) This consultant study considers the benefits and costs of developing West Hayden Island in accordance with the concept plan, compared with the benefits and costs of leaving the island in its current state.

  • Land Management Options: (Discussion from 12:30–1:30 p.m.) This staff memo analyzes options for restoration, long term care and financing for the open space area on West Hayden Island.

On March 23, 2012, the West Hayden Island (WHI) Advisory Committee and a group of technical experts reviewed and discussed two draft reports recently completed by the consultant ECO Northwest, and one staff memo. The consultant draft reports included the Harbor Lands Analysis and Cost/Benefit Analysis, and the staff produced a memo on Land Management Options. These studies are described in greater detail in a previous posting. During this facilitated work session, the advisory committee heard and discussed experts' insights on the reports. Review the meeting summary.

These work sessions provide an opportunity to discuss any major issues related to the reports and review potential changes to the document. Changes are currently being made to these documents and the final documents will be posted to the web site in advance of the release of any proposed codes and agreements.

Save the Dates for Open Houses About Draft Plan for West Hayden Island

Public invited to discuss and comment on preliminary draft, background reports and technical studies

The preliminary draft and related background reports for West Hayden Island will be introduced to the public and interested stakeholders at two open houses on the island, June 20 and July 17. The open houses will feature “discussion tables,” where people can learn and ask questions about four topic areas in the draft plan:

  1. Community Benefits
  2. Natural Resources
  3. Transportation
  4. Technical Studies

City staff will incorporate public comments from these open houses as well as from the WHI Advisory Committee into the Proposed Draft Plan, which will be released at the end of July in advance of a briefing for the Planning and Sustainability Commission in August. A public hearing with the PSC is tentatively scheduled for September 11.
