Bureau releases Natural Resource Packet for Planning and Sustainability Commission

Packet to provide background and discussion information for January 29th

The Bureau of Planning and Sustainability (BPS) forwarded a packet of material for the January 29th Planning and Sustainability Commission (PSC) West Hayden Island (WHI) Work Session on natural resources. This session will be held from 4-7 p.m. Materials that are included in the packet and will be discussed at the work session include: natural resource mitigation, ownership, and tribal interests. The elements of the packet sent to the PSC are available here for the public to access.

BPS Releases Community Health and Transportation Packet to Planning and Sustainability Commission

Packet provides background information for February 12th worksession

Today BPS forwarded a packet of material for the February 12 West Hayden Island (WHI) Work Session to the Planning and Sustainability Commission (PSC). The session is estimated to be held between 2:15 p.m. and 4:15 p.m. as part of the regular PSC meeting that begins at 12:30 p.m. at 1900 SW 4th Ave, Room 2500.

Discussion topics at the session include: a Health Report follow-up and Stage 2 Heath Impact Analysis, Housing fund, Construction and Best Management Practices, and Transportation issues. The PSC packet is available for review.

BPS changes Planning and Sustainability Commission work session calendar for WHI

The Planning and Sustainability Commission (PSC) has completed two work sessions on WHI, discussing environmental impacts, and community health and transportation concerns. The PSC has requested additional time to discuss a number of topics from these initial work sessions. This will occur on Feb. 26, 2013. The topics to be discussed include: the proposed truck cap; open space ownership; the timing of the proposed manufactured home park fund; the Port’s proposed sustainability policy; and floodplain mitigation. 

On March 26, the PSC will have the final work session to discuss economics and finance. Staff will release a new draft plan and IGA in early April, with hearings at the PSC moving to May.

The updates to the WHI schedule look like this:

  • Feb. 26, 6 - 9 p.m.: Continued work session and recommendations for environmental, community health and transportation (topics noted above)
  • March 26, 6 - 9 p.m.: Final work session (economics and finances)
  • April 5: New draft plan released
  • April 9: PSC Briefing on draft plan
  • PSC hearing and recommendations: May – Specific date(s) and time(s) TBD

BPS releases WHI Economic and Finance Packet to the Planning and Sustainability Commission

Packet provides background information for their March 26th work session

The Bureau of Planning and Sustainability (BPS) forwarded a packet of material to the Planning and Sustainability Commission (PSC) for their March 26th work session.  This session will be held from 2-5 p.m. (note new time) at the 1900 SW 4th Ave building, 2500A. Materials in the packet include: 1) responses to PSC questions on the topics of economics, finance, and recreation, 2) technical reviewer comments and 3) supplemental letters and memos. The packet is available for public review here.   BPS will provide a second memo that ties together project and mitigation costs at this same link in the next few days.

BPS Releases Amended Proposed Draft for West Hayden Island

Document updates previous drafts

On April 9th, the Bureau of Planning and Sustainability (BPS) released the Amended Proposed Draft  for West Hayden Island at a Planning and Sustainability Commission (PSC) briefing. The document represents the third draft of proposals for the planning and annexation of West Hayden Island, in response to the City Council's resolution (No 36805).  In August 2012, BPS released the first draft proposal for PSC consideration. In November, 2012 a second draft was released, which responded to further input from the project Advisory Committee. The PSC held two public hearings in November 2012 and discussed the draft proposal in a number of work sessions in early 2013. 

This third draft responds to initial direction from the PSC and will be the subject of an additional hearing on May 7, with a work session and possible vote to be considered on May 28. Upon receipt of a recommendation from the PSC, the City Council may consider this proposal.

The hearing on May 7 is open to the public and testimony will be taken on the draft proposal. You can submit testimony to the PSC by emailing them at psc@portlandoregon.gov or by mailing a hard copy of your comments to PSC, 1900 SW 4th Ave., Suite 7100, Portland, OR 97201.
