BPS Releases Updated/Revised Hayden Island Natural Resources Inventory and Economic, Social, Environmental and Energy Analysis

Documents are part of the Amended Proposed Draft for West Hayden Island

The Bureau of Planning and Sustainability (BPS) has updated drafts of the Hayden Island Natural Resources Inventory (NRI) and Economic, Social, Environmental and Energy (ESEE) Analysis. Both reports are part of the Amended Proposed Draft for West Hayden Island, which will be the subject of the May 7, 2013, Planning and Sustainability Commission (PSC) hearing. A PSC work session and possible vote on the proposal is scheduled for May 28.

The NRI includes information about the location, quantity and quality of natural resources on the island and a determination of significance for identified resources. The ESEE includes identification of conflicting uses, determination of the impact area, analysis of the ESEE consequences of allowing, limiting or prohibiting conflicting uses, and a recommendation for the circumstances under which development should be allowed or limited.

The NRI and ESEE are used to inform development of the West Hayden Island Plan District Zoning Code. The NRI, ESEE and environmental regulations are also components of the City’s compliance with Metro’s Title 13 - Nature in Neighborhoods.

West Hayden Island - Upcoming Hearings

Planning and Sustainability Commission to hold a hearing on May 7th

On Tuesday, May 7, 2013, the Planning and Sustainability Commission (PSC) will hold a public hearing starting at 5 p.m. at 1900 SW 4th Ave, room 2500 (2nd floor). The hearing is open to the public and testimony will be taken on the WHI draft proposal. Doors will open at 4:30 p.m.

You may also submit testimony to the PSC by emailing psc@portlandoregon.gov or by mailing a hard copy of your comments to PSC, 1900 SW 4th Ave., Suite 7100, Portland, OR 97201. To find out more about how to testify in front of the PSC, download the tips for testifying page.

A few additional dates to keep in mind:

  • May 14 at 12:30 p.m.: The PSC will continue the hearing, if necessary, or hold a work session on comments and letters received on the plan.
  • May 28 at 6 p.m.: The PSC will hold a work session to discuss potential amendments to the draft plan.

Public Hearing for West Hayden Island Draws Large Crowd

Commission concludes public hearing but will accept written testimony until May 14.

On May 7, the Planning and Sustainability Commission (PSC) held a public hearing on the West Hayden Island (WHI) Amended Draft Plan. More than 150 people attended, with over 70 people providing oral or written testimony, including sovereign nation tribal representatives and former members of the project advisory committee. The hearing lasted four hours; the Commission closed the public hearing at 9 p.m. once all testifiers had a chance to speak. Because all oral testimony was completed at the meeting, there will not be a PSC meeting or continued hearing on May 14. 

Although the WHI oral hearing is closed, the Commission will keep the written record open until May 14 at 5 p.m. Written testimony must be received by 5 p.m. on May 14 to be considered for the record. You may submit testimony by emailing psc@portlandoregon.gov or by mailing a hard copy of your comments to PSC, 1900 SW 4th Ave., Suite 7100, Portland, OR 97201.

Summary of key dates:

  • May 14: CANCELLED (continuation of WHI hearing/work session). However, written testimony will be taken through 5 p.m. on this date.
  • May 28 at 6 p.m.: The PSC will hold an evening work session to discuss potential amendments to the draft plan. No public testimony will be taken. Please check the PSC calendar one week prior to the event for the exact time of the WHI discussion.

West Hayden Island Upcoming Sessions

Planning and Sustainability Commission to discuss project after closing hearing

On May 7, the Planning and Sustainability Commission (PSC) held a hearing on the West Hayden Island (WHI) project and took verbal and written testimony from the public.  The written record was kept open until May 14 to allow the submission of additional testimony.  The minutes from the hearing have been released.

The PSC will hold a work session on May 28, 6-9 p.m., to discuss the WHI testimony and suggested amendments to the WHI plan. The PSC will hold a final work session and plans to make a recommendation for the WHI plan on Tuesday, July 9, at the meeting beginning at 12:30pm on that date.

West Hayden Island Project Focus of Planning and Sustainability Commission Worksession

Discussion sets the stage for commissioners’ vote and recommendation on July 9

After several public hearings, the Planning and Sustainability Commission (PSC) engaged in a robust discussion about the annexation and planning for West Hayden Island on May 28. The commissioners deliberated about issues raised during the public hearing on May 7, as well as written testimony they received from the public and other agencies. They discussed specific outstanding issues, such as environmental and floodplain mitigation, park and health funding, and amendment procedures for the Intergovernmental Agreement. And at the end of the meeting, the PSC directed staff to make final amendments to the proposal for West Hayden Island.

Bureau of Planning and Sustainability staff will release an updated version of the WHI draft proposal the week of June 17. Then the PSC will hold another worksession on July 9 at 12:30 p.m. to make a recommendation to City Council, which will likely hold a final hearing on the project later this year.
