BPS Updates the Amended Proposed Draft for West Hayden Island

Document will be dicsussed at July 9th worksession and PSC recommendation

The Bureau of Planning and Sustainability (BPS) released the June 2013 Amended Proposed Draft for the West Hayden Island (WHI) proposal. The draft responds to several requests made by the Planning and Sustainability Commission (PSC) at their work session on May 28 and updates previous proposals that were released in August and November of 2012 and April of 2013. 

The PSC will be holding their final work session and discussion on this proposal on July 9, 2013 and are expected to make a recommendation to City Council. This session is open to the public, but the hearing on the proposal was closed at the conclusion of their May 7 meeting, and no additional testimony will be taken. The PSC meeting begins at 12:30 p.m. and WHI is the second item on the PSC meeting agenda.

Planning and Sustainability Commissioners directed BPS staff to prepare an additional set of amendments, in response to several remaining questions and concerns. The amendments will be discussed at the July 9 work session. This session is open to the public, but the hearing on the proposal was closed at the conclusion of their May 7 meeting, and no additional testimony will be taken. The PSC meeting begins at 12:30 p.m. and WHI is the second item on the PSC meeting agenda.

Planning and Sustainability Commission Proposes Additional Amendments to June 2013 Amended Draft Related to CRC

Planning and Sustainability Commissioners directed BPS staff to prepare an additional set of amendments related to the Columbia River Crossing.  The amendments will be discussed at the July 9 work session. This session is open to the public, but the hearing on the proposal was closed at the conclusion of their May 7 meeting, and no additional testimony will be taken. Planning and Sustainability Commission Vote on West Hayden Island Plan

Recommendations to be considered by Portland City Council

On July 9th, the Portland Planning and Sustainability Commission (PSC) made its final recommendations on the annexation of West Hayden Island.  In two separate votes, the Commission:

  • Voted 7-3 in support of the annexation of West Hayden Island to the City of Portland.
  • Voted unanimously to support a proposed legislative package, which includes an Intergovernmental Agreement (IGA) between the City and the Port of Portland to balance human and environmental health with the development of a deep water marine terminal as well as Comprehensive Plan designations and zoning regulations for West Hayden Island.

This vote is the culmination of extensive research, public involvement and discussion since 2010 to prepare a proposal for possible annexation to ensure at least 500 acres of West Hayden Island would be protected as open space and no more than 300 acres provided for future deep water marine terminal development. The PSC’s recommendation will be considered by City Council who will make a final decision, likely later this year. 

Emphasizing the importance of partnerships, Commission Chair Andre Baugh said:

“We have put together a very strong package that helps advance prosperity, public health, equity and environmental stewardship. To be done right, annexation of West Hayden Island must be done in active partnership between the Port, local government, Metro and state agencies.” 

Starting in late 2012, the PSC has presided over several public hearings on the proposal, receiving oral and written testimony from more than 400 people. 

In the days immediately before the vote, plans for the Columbia River Crossing failed to obtain necessary funding from the State of Washington.  The commission responded to that development by directing BPS staff to prepare an additional set of amendments related to the Columbia River Crossing, including a recommendation to Council to consider a phased approach. 

 

Planning and Sustainability Commission’s Recommended Draft for West Hayden Released to City Council

Worksession between PSC and City Council to discuss the proposal for WHI to be scheduled

On July 9, 2013, the Planning and Sustainability Commission (PSC) made its final recommendations on the annexation of West Hayden Island and directed staff to incorporate some additional amendments. Today, the Bureau of Planning and Sustainability released the revised PSC Recommended Draft to City Council. A work session will be scheduled this fall so the PSC and City Council can discuss the draft. Please check the WHI web calendar for more information on the work session in the coming weeks.
