On July 9th, the Portland Planning and Sustainability Commission (PSC) made its final recommendations on the annexation of West Hayden Island. In two separate votes, the Commission:
- Voted 7-3 in support of the annexation of West Hayden Island to the City of Portland.
- Voted unanimously to support a proposed legislative package, which includes an Intergovernmental Agreement (IGA) between the City and the Port of Portland to balance human and environmental health with the development of a deep water marine terminal as well as Comprehensive Plan designations and zoning regulations for West Hayden Island.
This vote is the culmination of extensive research, public involvement and discussion since 2010 to prepare a proposal for possible annexation to ensure at least 500 acres of West Hayden Island would be protected as open space and no more than 300 acres provided for future deep water marine terminal development. The PSC’s recommendation will be considered by City Council who will make a final decision, likely later this year.
Emphasizing the importance of partnerships, Commission Chair Andre Baugh said:
“We have put together a very strong package that helps advance prosperity, public health, equity and environmental stewardship. To be done right, annexation of West Hayden Island must be done in active partnership between the Port, local government, Metro and state agencies.”
Starting in late 2012, the PSC has presided over several public hearings on the proposal, receiving oral and written testimony from more than 400 people.
In the days immediately before the vote, plans for the Columbia River Crossing failed to obtain necessary funding from the State of Washington. The commission responded to that development by directing BPS staff to prepare an additional set of amendments related to the Columbia River Crossing, including a recommendation to Council to consider a phased approach.
