Portland’s Comprehensive Plan is a long-range plan that helps the City implement the Portland Plan, prepare for and manage expected population and employment growth, and plan for and coordinate major public investments. The Comprehensive Plan describes Portlanders vision for the future through a set of maps, goals and policies, and a list of capital projects. It provides direction for City decision-making on land use, transportation, parks, sewer and water systems, natural resources and other topics. It is framed in broad terms and guides future implementation, such as parcel-specific zoning or the design of infrastructure projects.
Portland is currently updating the Comprehensive Plan, as required by the State of Oregon, through a process called periodic review. A related project, Central City 2035 (CC2035) will update the plan and policies for downtown and central areas of the city.
