About the Project

On June 15, 2016, City Council adopted Portland’s 2035 Comprehensive Plan. The new plan’s goals, policies, maps and project lists provide direction for City decisions on land use, transportation, parks, sewer and water systems, natural resources and other topics as the city grows and develops.  The plan will help the city prepare for and manage expected population and employment growth over the next 20 years, consistent with the vision and policies of the Portland Plan, which call for a prosperous, educated, healthy and equitable city.

City Council now invites testimony on the 2035 Comprehensive Plan Early Implementation Package. This package includes:

  • Zoning Code changes
  • Zoning Map changes
  • A new Community Involvement Program
  • Transportation System Plan – Stage 2

Together, these will implement the recently adopted 2035 Comprehensive Plan.
