City Council calls for Amendments to the Tree Project Proposal

On March 9th, the Portland City Council heard public testimony and provided direction on potential amendments to the Citywide Tree Project Recommended Draft to Council (dated December 2010).

  • The amendments were proposed for consideration by several Council members and City staff.
  • The amendments addressed a host of topics including the proposed tree development standards, private tree removal permit, street tree pruning permit, and programmatic permit.
  • After acting on the amendments Council directed staff to draft code language and return on the morning of April 6th for a vote.
  • Council agreed to accept written testimony on the amendments for an additional week (through March 16, 2011).

City Council accepting comments on the Citywide Tree Project until March 9th

On February 2nd, City Council launched the public hearing on the Citywide Tree Project Recommended Draft proposal. Project staff, Mayor Sam Adams and Commissioner Amanda Fritz introduced amendments to the proposal.

Council will accept additional written testimony until they discuss the project again on Wednesday, March 9, 2011 at 2:00 p.m. (Council Chambers at City Hall, 1221 SW Fourth Avenue).

Citywide Tree Project: Moving Forward to City Council

The Portland Planning Commission (PC) and Urban Forestry Commission (UFC) unanimously approved staff's final recommendations on July 27th and 29th respectively. Both Commissions approved a number of recommended changes to the February 2010 draft proposal. The changes address concerns raised in public testimony and reflect guidance provided by both commissions during four work sessions. The February Draft proposal, written public testimony, commission meeting minutes, and staff recommendations are available in the project Documents and Resources section.

Staff will now develop a revised Recommended Draft Proposal for additional public review prior to the City Council hearing in early winter. The Final Recommended Draft should be available for public review in December.

Citywide Tree Project: Upcoming Public Events

The Portland Planning Commission (PC) has closed the public hearing on the proposed Citywide Tree Policy Review and Regulatory Improvement Project. The Staff Report and Final Recommendations Package for the Planning and Urban Forestry Commissions will be posted July 6th.

The Planning Commission is expected to take action on the final recommendations at its July 27th meeting and either send it forward to City Council with the changes recommended during the work sessions, direct additional changes, or request additional review.

The Urban Forestry Commission is expected to take action at its July 29th meeting. Upon the Commissions' recommendation, staff will develop a Final Recommended Draft Proposal and post it for additional public review prior to the City Council hearing.
