Task 2. Inventory and Analysis
A joint set of Background Reports were prepared for the Portland Plan and to fulfill the periodic review requirements for the Comprehensive Plan update. These reports serve as the basis for a holistic understanding of the needs, challenges and opportunities facing the city.
On October 2, 2012, the Portland City Council adopted the reports and analysis below as the factual basis for the update of Portland’s Comprehensive Plan, or as part of the Comprehensive Plan itself. These reports were recommended by the Planning and Sustainability Commission.
The Economic Opportunities Analysis, Housing Needs Analysis, Natural Resources Inventory, and Infrastructure Condition and Capacity Analysis Reports can also be found on The Portland Plan website, by clicking "Learn About Your City" in the top menu bar, then selecting "Background Reports".
