The Economic Opportunities Analysis (EOA) estimates the city's long-term supply and demand for employment land.
The latest (not final) version of the EOA is the March 2016 Revised Draft, which includes revisions being considered by City Council to the Recommended Draft of the Planning and Sustainability Commission. What changed in the EOA between the August 2015 and March 2016 drafts is described in this memo.
The EOA demonstrates that the policies, infrastructure investments and land use map changes contained in the Proposed Draft of the Comprehensive Plan will support economic growth and provide adequate development capacity to meet Portland’s 20-year jobs forecast, consistent with Goal 9.
