The Economic Opportunities Analysis (EOA) estimates the city's long-term supply and demand for employment land.
The latest (not final) version of the EOA is the Recommended Draft of the City of Portland's Planning and Sustainability Commission, published in August 2015.
The EOA demonstrates that the policies, infrastructure investments and land use map changes contained in the Proposed Draft of the Comprehensive Plan will support economic growth and provide adequate development capacity to meet Portland’s 20-year jobs forecast, consistent with Goal 9.
Recommended Draft, August 2015: This report documents existing conditions and current trends in employment that will serve as a basis for the future employment forecast.
This report, prepared by ECONorthwest, addresses key questions about land in the Portland Harbor area.
Recommended Draft, August 2015: This report presents the 2010-2035 employment forecast and resulting demand for employment land as well as the inventory of buildable employment land.
Recommended Draft, August 2015: This report evaluates the likely development capacity of community choices proposed in the updated Comprehensive Plan map, policies, and investments to support and meet employment land needs.
This map shows the underutilized land areas and their estimated development-constraint levels that are identified in the EOA as likely growth capacity within the proposed Comprehensive Plan to accommodate forecast employment.
This map shows changes in land designated as “underutilized” between the previously adopted BLI in 2012 and the currently proposed 2015 BLI.
