After a hiatus of two years due to budget cuts, the Regulatory Improvement Program was restarted through the development of the RICAP 6 workplan. The workplan was approved by the Planning and Sustainability Commission on August 13, 2013. The approved workplan included 45 issues. Of these issues, several were bundled into related regulatory themes including short-term rental (also covered elsewhere on the site), mechanical equipment, fence height, temporary activities, radio frequency transmission facilities and Columbia South Shore plan district regulations. After research and review, the staff proposed amendments to 34 of the 45 items. During the public outreach and hearing phase, testimony focused on the short-term rental issue. As a result this item was split out from RICAP 6 for additional hearings and discussion. RICAP 6, without the short-term rental provision was adopted by City Council on June 11, 2014 and was effective on July 11, 2014.
