The Mixed Use Zones Project is revising Portland’s commercial zones outside of the Central City, where new housing, shops and services are focused into a network of centers and corridors. The project creates new commercial/mixed use zones that address community feedback about the size, scale and mass of new mixed use development in Portland’s commercial areas. The new zones also help address policies of Portland’s new Comprehensive Plan that call for providing more affordable housing and creating commercial spaces in centers through development requirements and incentives in these areas.
The Mixed Use Zones Project is one of eight projects that implement Portland’s 2035 Comprehensive Plan, adopted by the Portland City Council on June 15, 2016. The Planning and Sustainability Commission (PSC) received testimony on each Early Implementation project between October 2015 and July 2016. The PSC voted on August 23, 2016, to approve and consolidate these projects into an “Early Implementation Package,” which is now moving forward to City Council for consideration. This package is the final stage of the state-required periodic review of Portland’s Comprehensive Plan.
