The Campus Institutional Zoning Project will review and update the City of Portland’s development review process and zoning standards for campus institutions. The goal of this project is to enhance their ability to grow while maintaining neighborhood protections against unwanted offsite impacts. The project will include a review of the transportation infrastructure serving these institutions and add transportation system improvements to the Transportation Systems Plan (TSP) to support the growth of these employment centers.
The Campus Institutional Zoning Project is one of eight projects that implement Portland’s 2035 Comprehensive Plan, adopted by the Portland City Council on June 15, 2016. The Planning and Sustainability Commission (PSC) received testimony on each Early Implementation project between October 2015 and July 2016. The PSC voted on August 23, 2016, to approve and consolidate these projects into an “Early Implementation Package,” which is now moving forward to City Council for consideration. This package is the final stage of the state-required periodic review of Portland’s Comprehensive Plan.
