The City of Portland requires that any person or company collecting recyclable materials at any business located in Portland must register with us annually as an Independent Commercial Recycler. There are no registration fees, taxes or other fees. Your registration helps the City track the amount of recyclables coming from Portland businesses. A simple report must be filled out and returned to us four times a year.
How to Register
- Fill out and send in the registration form
- Attach a copy of your current Portland business license or exemption form from the License Bureau. (For more information on obtaining a license or exemption form see City of Portland's Bureau of Licenses .)
We'll send you a confirmation certificate that you're registered as an Independent Commercial Recycler.

Reporting Your Recyclables
You will need to keep track of the recyclables you collect from businesses in Portland. You will be sent a quarterly recycling reporting form in March, June, September, and December. This reporting form needs to be filled out and returned to us by the 30th of the following month.
Failure to Register
Collecting recyclables from a Portland business without current registration as an Independent Commercial Recycler is prohibited, with a potential penalty of $500 per incident.
