This plan for the eastern portion of Hayden Island is designed to create a sustainable neighborhood with a variety of housing, retail, and other uses. The plan is also strongly oriented to the planned Columbia River Crossing, and the new light rail station that will be part of it. Because the only access on and off the Island is via the I-5 bridge, the transportation capacity of the interchange was a major factor in determining how much development — and of what type — could be accommodated.
