In order for West Hayden Island to become part of the City of Portland and have the City’s Comprehensive Plan and Zoning designations applied to it, it must go through a public review and approval process that includes the formation of a proposed plan district and annexation agreement. The proposal needs to be heard in front of the Planning and Sustainability Commission for a recommendation, and ultimately needs to be approved by the City Council before it becomes subject to City regulations.
