During its fifth meeting, the Central City 2035 Steering Committee reviewed storyboards illustrating the draft Concept Plan. The storyboards include a planning framework, an urban design concept, and a diagram illustrating connections between the Central City 2035 Concept Plan, quadrant level plans, the Portland Plan, and the Comprehensive Plan. The Concept Plan will be refined as the steering committee identifies critical moves and implementation tools. Members suggested changes to the draft policy framework, shifting some elements to quadrant level plans or the Comprehensive Plan as the Steering Committee clarified the scope and purpose of the Central City Concept Plan.
