Amends Chapters: 33.100, .110, 120, .130, .299, .430, .445, .562, .638, .825, .910

Substantive Changes:

These amendments address seven areas:

  • Allowing development on Lot Remnants if they are big enough;
  • Standards for large retaining walls in residential zones. 
  • Several items clarify regulations related to green energy and uses.  These include:
    • Clarifying that Small Scale Energy Production is accessory regardless of where the power is used.
    • Adding regulations to the OS zone allowing Small Scale Energy Production.
    • Allowing Utility-Scale Energy Production as a Conditional Use in the OS and RF zones.
    • Merging definitions of Large and Utility-Scale Wind Turbine
  • Clarifying that solar panels are exempt from Historic Design Review only if they are not part of a larger project that would require review. 
  • Exempting small vents that are not visible from the street from Historic Design Review; this will encourage retrofitting of existing houses with more energy-efficient furnaces, hot water heaters, and the like. 
  • Requiring a Type III Design Review (instead of a Type II) for projects valued at more than approximately $1.8 million in the Northwest plan district.
