Ken Rust

BRFS Director Ken Rust

Ken Rust is the Chief Financial Officer (CFO) for the City of Portland and Director of the Bureau of Revenue and Financial Services (BRFS). Rust has served the City in a variety of capacities over a near 20-year time period in addition to private sector experience as a consultant and advisor to state and local governments. As CFO, he reports directly both to the City’s Chief Administrative Officer as well as the Mayor and City Council.

As the Director of BRFS, Rust oversees and directs the work of its five divisions: Accounting, Grants Management, Procurement Services, Public Finance & Treasury, and Revenue. Additionally, he serves as advisor to City bureaus and the City Council on financial matters including development of long-term financial planning and reporting metrics to help guide City Council policies and decisions as they affect long-term fiscal sustainability. 

Before joining the City, Rust was a Senior Managing Consultant at Public Financial Management, an independent financial advisory firm, where he provided utility finance consulting services to water and sewer utilities throughout the western United States. He began his professional career as an economist with CH2M HILL, where he specialized in utility ratemaking, capital planning, and project feasibility analysis.

Rust is a graduate of Portland State University, and holds a Bachelor's of Science degree in Economics and Business Administration. He is a member of the Oregon Municipal Finance Officers Association and the Government Finance Officers Association of the United States and Canada, having served as its President in 2008-09.
