Description

The TRACS application:

a) Maintains information on current and historical construction/development within the City ofPortlandincluding :

  • Current and historical building permits back to 1993.
  • Property information obtained from Multnomah County Assessment and Taxation.
  • Commercial and residential permits for new construction, alterations, and additions, including electrical, plumbing, mechanical, and sign permits.
  • Information about planning & zoning cases, including final plat and land use reviews.
  • Other records that include City Code compliance, nuisance, and violations cases.
  • Folders for other bureaus including Fire, BHCD, PDOT, Water, Parks, and BES.

b) Tracks all permit process workflow steps from application to final inspection.

Standard Service Features

  • TRACS application maintenance (patches and upgrades)
  • Creates “folders”  - individual databases specific to tracking activities tied to property or a person -   within TRACS for bureaus wishing to correlate or track specific business activities to permitting and development activities/records within the City ofPortland

Delivery Scope

  • Available to City Bureaus
  • Requires becoming TRACS Stakeholder Group (Bureau of Development Services is the Primary owner/member of TRACS)   See Business Solutions Funded Programs

Service Hours

Application availability 24x7x365 (excluding scheduled maintenance)

Standard business hours 8:00am - 5:00pm  M-F

User Responsibilities

  • Work with the TRACS Stakeholder group on TRACS project/service requests.

Service Initiation

  • Service request must be made by a bureau authorized Technology Services liaison.
  • Consultation with Technology Business Consultant (TBC) is recommended
  • Project must be approved by the TRACS Stakeholder Group
  • Duration between request and project implementation will vary according to the nature of the request and resource availability

Standard Costs

Annual rate for existing users determined by total cost pool allocation, set by TRACS Stakeholder Group.  To view Total cost pool see the BTS FY 13-14 Rates

Ongoing costs -  Varies with nature of folder/application, rates TBD by TRACS Stakeholder Group

Optional Costs

For billable projects please see the BTS FY 13-14 Rates

Service Targets

 Annual average of 99.6% uptime of the TRACS application (excluding scheduled downtime)
