Fred Miller, CAO
Fred Miller is the Chief Administrative Officer (CAO) for the City of Portland and the Director of the Office of Management and Finance (OMF). Fred comes to the City with decades of public and private sector executive and management level experience. As CAO, Miller reports directly to the Mayor and City Council.
As the Director of OMF, Fred’s role is to oversee the bureaus of Human Resources, Internal Business Services, Revenue, and Technology Services. He also oversees the divisions of Accounting, Business Operations, Enterprise Business Solutions, Public Finance & Treasury, and the OMF Policy Team. He provides leadership, oversight and support for a variety of Citywide projects, including the Public Safety Systems Revitalization Program. Fred also provides strategic leadership to OMF managers who perform an array of financial management, policy development, and project management services for City Council and bureaus.
Fred’s previous experiences include leadership positions under fourOregongovernors from 1976 until 1992. He served as Director of the Oregon Executive Department – now the Department of Administrative Services, which is very similar in function to that of OMF. He also ran the state departments of Transportation and Energy.
Fred left state government in 1992 and joined Portland General Electric, where he eventually retired as an executive vice president.
Fred is a Portland native. He grew up in Southwest Portland and attended Wilson High School. He received his masters and doctoral degrees in economics from Michigan State University. He has also taught economics at Oregon State University. Miller enjoys traveling and is the father of two teenage children and two older children who work at Mercy Corps and Friends of Children.
