Jack D. Graham, CAO
Jack D. Graham is the Chief Administration Officer (CAO) for the City of Portlandand Director of the Office of Management and Finance (OMF). He has more than 23 years of public sector executive and management level experience and has led administrative operations in organizations similar to those in OMF. As CAO, Jack reports directly to the Mayor and advises City Council and bureau managers on strategic issues, as well as ensures the delivery of accurate, cost effective, and responsive Citywide administrative services.
As the director of OMF, Jack’s role is to direct the bureaus of Financial Services, Human Resources, Internal Business Services, Revenue, and Technology Services. He also oversees the divisions of Business Operations, Enterprise Business Solutions and the OMF Policy Team. He provides leadership, oversight and support for a variety of Citywide projects including the Public Safety Systems Revitalization Project. Jack also provides strategic leadership to OMF managers who perform an array of financial management, administrative, policy development, and project management services for City Council and bureaus. Jack is the lead in setting the strategic direction for OMF and coordinates the organization’s five year cycle Strategic Planning process along with the ongoing reporting on of the results of the Strategic plan.
Jack’s previous experience includes working for the State of Oregon Department of Fish and Wildlife as Deputy Director for Administration and the State ofWashingtonas Assistant Commissioner for the Employment Security Department and Chief Risk Officer for the Department of Social and Health Services. His educational background includes degrees from theUniversityofDetroit Mercy, where he earned a B.A. in Political Science and a Master of Public Administration, and Gonzaga University School of Law, where he earned a Juris Doctor Degree.
