The work of the Policy Team requires working with employees at all levels within OMF and with other City employees on projects and policy work, creating cross-functional teams within OMF to tackle issues, and collaborating with other bureaus and City Council offices to address Citywide matters. The team works closely with the Chief Administrative Officer, and team members are empowered to speak on behalf of the CAO and OMF in negotiations and discussions with Council offices, other bureaus, and outside agencies. The Senior Policy Analyst is a member of OMF’s Core Leadership Team.
Policy Team members’ assignments cover a variety of projects and programs. These currently include cross-functional teams; continuity of operations planning; City Code, administrative rule, and financial policy review and update; audit monitoring and follow up; intergovernmental and interagency relations; State and Federal legislative agenda development, analysis and monitoring; development of OMF policies and practices; OMF and Citywide analysis of planning and development activities; liaison activities to visitor services, including Travel Portland; and special projects.
A significant portion of the Policy Analyst’s work is dedicated to serving as the OMF and City lead on issues related to the Public Employees Retirement System (PERS) representing the City at statewide discussions and bringing together and analyzing the various City bureau interests (from HR to the City Attorney’s office, Government Relations to finance).
The Spectator Facilities and Development Manager has significant oversight and management responsibilities for the facilities at the Rose Quarter (Veterans Memorial Coliseum, Moda Center, and Rose Quarter parking garages), Providence Park, and Portland'5 Center for the Performing Arts facilities.
