Service Areas in the Budget

The budget is divided into six service areas. Each city bureau, office or program falls into one of the service areas. When you look at the City's budget, it helps to know in which service area the program you are interested in is found.  The service areas are constant in the operating budgets (Volume 1) and in the capital budgets (Volume 3) of the City of Portland budgets.  Here is a listing of the service areas and the major bureaus and programs within them, including common acronyms or abbreviations.
Public Safety:

Community Development:

  2. Cable Fund
  3. Housing & Community Development [BHCD]
  4. Children's Investment Fund
  5. Housing & Community Development Fund
  6. LID (local improvement district) Construction
  7. Office of Neighborhood Involvement [ONI]
  8. Bureau of Development Services (used to be OPDR) [BDS]
  9. Bureau of Planning and Sustainability [BPS]
  10. Transfers to PDC (Portland Development Commission)
