4. Background Data: posted for public view
Bureaus will provide based on BRASS reports.
In response to public demand, all background data that supports expenditure maps will be made available to the public concurrent with the publishing of the maps.
When you export the BRASS reports (as described in item 2 above) please:
1. Add the following columns in this order:

Feel free to add additional columns to the right after the last coalition if that is useful for your records, for example, a ‘comments’ or ‘notes’ section.
2. Delete the ‘capital’ column
3. Sort and allocate only ‘bureau expenses’. Leave fund level expenses at the bottom of the page
Use functions and formulas rather than hard numbers as much as possible. For instance, if you are allocating a program budget across geographies, link to the total and multiply by the appropriate percentage, so that a reader can track your work.
You may want to add some lines to subtotal programs or to indicate what percentage of all non-admin spending falls within each geography so that administrative programs can be allocated accordingly.
