NATURAL HAZARD RISK REDUCTION STRATEGY
Non-Binding City Policy
WHEREAS, Portland's Natural Hazard Risk Reduction Strategy updates the 2004 Natural Hazard Mitigation Plan and updates the hazards, the vulnerability and the risks of hazards to the Portland area; and
WHEREAS, The Disaster Mitigation Act of 2000 and the Federal Emergency management Agency require the City to have a Natural Hazard Mitigation Plan to be eligible for funding; and
WHEREAS, The Community Rating System and the National Flood Insurance Program require an up to date Natural Hazard Mitigation Plan for the City to comply with their standards; and
WHEREAS, Portland's Natural Hazard Risk Reduction Strategy (formerly the 2010 Natural Hazard Mitigation Plan) process included the bureaus of Portland Fire and Rescue, Parks and Recreation, Environmental Services, Planning and Sustainability, Water, Transportation and Emergency Management; and
NOW, THEREFORE, BE IT RESOLVED, that the City of Portland adopts Portland's Natural Hazard Risk Reduction Strategy as Non-Binding City Policy attached as Exhibit A; and
BE IT FURTHER RESOLVED, that the adoption of the Natural Hazard Risk Reduction Strategy is the first in a series of emergency plan updates to be adopted by City Council in 2011 attached as Exhibit B; and
BE IT FURTHER RESOLVED, that the Natural Hazard Risk Reduction Strategy will be amended after appropriate public process has been conducted and the amendments listed in Exhibit C have been incorporated; and
BE IT FURTHER RESOLVED, that an emergency exists because a delay in approval by all entities involved could impair the city of Portland's eligibility for FEMA funding and delay the assignment of Community Rating System designation.
