PF&R developed its first strategic plan in 1994.  PF&R has continually built on each subsequent plan’s foundation, resulting in a succession of plans more mature and comprehensive than the previous plan.  With each new strategic plan, PF&R has made improvements to the development process, implementation process, reporting process, and internal and external communications.  Because of the strategic plans, since 1994 PF&R has made significant improvements in the bureau’s ability to provide excellent public safety services to the citizens of Portland.
