Kelsey Lloyd serves as the IPR Management Assistant. Kelsey assists the investigators and management with case tracking and data entry, among other administrative duties. She also serves as the coordinator for the IPR Community-Police Mediation Program.
Kelsey was born in Oregon and grew up in Hilo on the island of Hawai'i. She attended Lewis & Clark College in Portland, OR and earned a Bachelor of Arts degree in political science. While at Lewis & Clark, she spent a semester in Italy studying language and art history. Prior to her employment with the City, she was a legal assistant with Metropolitan Public Defender for 5 1/2 years, working in several different units including misdemeanors, drug treatment courts, and major felonies. She is an avid Portland Trail Blazers fan and dedicated bike commuter.
