Cogen to Novick: Cut management first, then talk to labor

March 12, 2013 | Portland Business Journal-- Steve Novick and Jeff Cogen have known each other for 12 years, ever since Novick used to rope Cogen and other young Democrats into joining wacky demonstrations that involved marching around Pioneer Square, chanting pro-tax rhymes on April 15.


Now Novick is the newly elected Portland city commissioner and Cogen is the veteran Multnomah County chair, and both are rising stars in Oregon politics. When they get together to talk strategy they have large matters to discuss.


Cogen showed up to a recent meeting at Novick's bare-bones City Hall office wearing a snazzy hat and a big grin. Things have been going well for Cogen lately, and if his tobacco tax proposal passes into law this session they will be going even better. There's also a strong possibility that the $5 million the county shells out for unreimbursed alcohol and drug treatment each year could shift over to Oregon's coordinated care organizations under health reform, and that's another reason for Cogen to smile.
