Status Report on ADA Transition Plan

All facilities, including parks, identified in the ADA Transition Plan have been surveyed.  City Bureaus have reviewed, categorized, and scheduled Tier 1 Facilities.  Tier 2 facilities have been reviewed and categorized, scheduling is underway.  Tier 3 facilities have been reviewed and will be categorized and scheduled by mid-May.

Bureaus with facilities identified in the Transition Plan gave an update to the Stakeholders.  This meeting included information regarding how each Bureau addressed barrier removal identified in their facility report including; a brief summary of their facilities, and the methodology they employed to schedule barrier removal.  This meeting was held March 31, 2014.  Materials provided at this meeting are available here:  “stakeholder meeting material” link.

Similar to many City’s of Portland’s size, the barriers fall into three basic areas:

Maintenance Barriers

A large percentage of the barriers do not require an architect or design study to be removed were identified in Tier One facilities. Example: Changing door hardware from a knob to accessible lever hardware; or remounting a fixed unit to appropriate reach range heights, such as a paper towel dispenser.

Planned Capital Improvement Barriers

Many of the identified barriers were located in an area of planned capital improvement. Every Bureau has a Capital Improvement Program (CIP). Some of the barriers identified in the Tier One survey are already planned for removal in the next five years. These barriers have been identified and as part of the implementation of the ADA Transition Plan, will be tracked as CIP projects are implemented.

Long Range Improvement Barriers

Barriers that will require individual study under the guidance of a licensed architect or landscape architect were also identified. These barriers will need to be discussed on a case by case basis with the Bureau facility managers and representatives. Example: widening an elevator shaft or a large scale restroom renovation in an existing building.
