Public Involvement Advisory Council to present to City Council

City Council to consider new guidelines for public involvement in City bureaus budget advisory committee processes

 

PORTLAND—A City of Portland advisory council charged with improving citywide public involvement will present its annual report and recommendations for the City’s bureau budget process to Portland City Council at 9:30 AM on Wednesday, Sept. 26, 2012.  The Public Involvement Advisory Council (PIAC) was established by City Council in 2008 to strengthen and institutionalize the City’s commitment to public involvement and assist City bureaus in creating consistent expectations and processes for public involvement activities.

The group will be presenting a set of guidelines for public involvement in City bureaus’ budget advisory committees. These guidelines will yield more consistent and meaningful public involvement experiences in City bureau budget development processes.  Community members and city staff from multiple City bureaus worked together to develop these recommendations based on community and staff feedback.

The 34-member advisory council includes a balance of community members from a broad diversity of backgrounds as well as City staff members, representing different bureaus.  

The PIAC has employed a broad strategy to improve the quality and consistency of public involvement across City government.  This includes the development of the City’s public involvement principles which were adopted in 2010; development of a set of public involvement questions that, as of July 2011, accompanies all resolutions, ordinances and reports submitted to City Council; baseline assessment of City agency public involvement policies and capacities; and the revision of the Community Involvement section of Portland’s Comprehensive Plan. 

The PIAC will report on these initiatives to City Council as part of its continuing conversation with both City and community stakeholders.
