This meeting may be your only chance to hear about the proposed workplan prior to the Planning and Sustainability Commission meeting on August 13th.

The Bureau of Planning and Sustainability has reinstated the Regulatory Improvement Code Amendment Package (RICAP) after a two year hiatus. BPS staff have proposed a workplan that includes over 40 code improvements.

The purpose of RICAP is to update and improve land use regulations that hinder desirable development. BPS is seeking approval for its RICAP 6 workplan and plans to bring it to the Planning and Sustainability Commission on August 13th. 

The proposed workplan from BPS staff used the following parameters to choose the workplan items:

  • RICAP 6 will address technical and minor policy issues and is not intended to address major policy changes;
  • Select items that will not be rewritten during one of the Comp Plan implementation phase projects (examples: mixed use zoning, institutional zoning, etc)
  • RICAP 6 workplan and public involvement plan is approved at a public hearing before the Planning and Sustainability Commission;
  • Ideas for future code improvements (both zoning and other codes) continue to be identified and categorized on an ongoing basis through an online database

 

There are over 300 outstanding requests for improvements.  Staff proposes to address over 40 items during RICAP 6.  A list of the proposed items will be available at the July 25th meeting.
