Division Streetscape Project Update: June 18, 2014

Environmental Services and the Portland Bureau of Transportation are working together to improve the Division Street transportation corridor, repair and replace older sewers, add green infrastructure to manage stormwater and make sewers work more efficiently, and improve watershed health.

DEVELOPMENTS OF NOTE

Now that the paving process has begun it is very important to be aware of signage and detours that have been put in place. The grinding and paving process requires large equipment and the operators have limited visibility. It is very important that drivers, bicyclists and pedestrians obey all signage and do not enter the work area as specified. As always, please follow the direction of flaggers and informational signs to ensure everyone’s safety.

CONSTRUCTION SCHEDULE

Here is the estimated Division Streetscape construction schedule for the next three weeks. Construction will move from one site to another as crews complete work on each segment. Please be aware that this schedule is subject to change due to conditions underground, weather, traffic impacts, subcontractor schedules and availability of materials.

NOTE: Construction of the Clinton Green Street and Sewer Project will begin in early July. For information on this project please visit the web page at www.portlandoregon.gov/bes/Clinton.

This week:

  • North side of Division, west of 35th Avenue – Install topsoil in stormwater facility
  • North side of Division at 35th Avenue – Install liners and topsoil in stormwater facility
  • Northeast corner of Division and 35th Place – Finish excavation, install liners and topsoil in stormwater facility
  • North side of Division, west of 36th Avenue – Finish excavation, install liners, and place rock/check dams in stormwater facility
  • Northwest corner of Division and 38th Avenue – Form and pour
  • Southwest and southeast corners of Division at 35th Place – Prep curb, sidewalk and ramps, then form and pour
  • Southwest and southeast corners of Division at 36th Avenue – Prep curb, sidewalk and ramps, then form and pour
  • Southwest and southeast corners of Division at 38th Avenue – Prep curb, sidewalk and ramps
  • GRINDING and PAVING – continue up to 21st Avenue (weather permitting)

Week of June 23:

  • Northwest corner of Division – Finish excavation, install liners, and place rock/check dams in stormwater facility
  • Northwest and northeast corners of Division and 38th Avenue – Finish excavation, install liners, and place rock/check dams in stormwater facilities
  • Southwest and southeast corners of Division at 38th Avenue – Form and pour corners
  • Southwest and southeast corners of Division at 37th Avenue – Prep curb, sidewalk, and ramps, then form and pour
  • Southwest and southeast corners of Division at 35th Avenue – Prep curb, sidewalk and ramps
  • GRINDING and PAVING – continue up to 26th Avenue (weather permitting)

Week of June 30: No work the 4th of July

  • Northwest corner of Division – Install topsoil in stormwater facility
  • North side of Division at 37th Avenue – Finish excavation, install liners and place rock/check dams in stormwater facility.
  • Northwest and northeast corners of Division and 38th Avenue – Install topsoil in stormwater facilities
  • Southwest and southeast corners of Division at 35th Avenue – Form and pour
  • Southeast corner of Division and 35th Avenue – Finish excavation of stormwater facility
  • Southwest and southeast corners of Division at 34th Avenue – Prep curb, sidewalk and ramps, the form and pour
  • GRINDING and PAVING – continues (weather permitting)
  • Full reconstruction of SE 28th Place between SE Caruthers and Division

Paving will be done in sections

The paving process will happen in sections and there will be weekend and night work.

  • Section 1: between SE 11th and 12th avenues – Occurred during the weekend of June 14 and June 15.
  • Section 2: between SE 12th and Ladd avenues – Work started the week of June 16 and occurs during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday. The contractor may schedule work during the same hours on Saturday.
  • Section 3: between Ladd and 26th avenues – Work is estimated to start the week of June 23 and will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday. The contractor may schedule work during the same hours on Saturday. Paving will halt after this section and begin again when green streets and other street improvements are completed, approximately four to six weeks later.
  • Section 4: between SE 26th and 34th avenues – Paving dates will be announced in advance of the work starting. Work will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday, but the contractor may schedule work during the same hours on Saturday.
  • Section 5: between SE 34th Avenue and Cesar Chavez Boulevard – Paving dates will be announced in advance of the work starting. Work will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday, but the contractor may schedule work during the same hours on Saturday.

Tabor to the River Program

This project is part of the Tabor to the River Program, which combines innovative stormwater management techniques with sewer repairs and improvements to stop basement flooding, manage stormwater more naturally, and to restore watershed health. The program area extends from Mt. Tabor to the Willamette River between SE Hawthorne and SE Powell boulevards.
