Planting

Before planting a tree on the City right-of-way, you need to obtain a Planting Permit. The right-of-way is generally the area between the sidewalk and the street, and includes the planting strip for street trees. Planting permits are free and include an on-site inspection. An Urban Forestry Tree Inspector will locate utilities, determine the proper tree location, and help you select appropriate tree varieties. This will ensure that the tree provides the maximum benefit and requires minimal maintenance in the future. To request a Planting Permit:

  1. Before purchasing your tree, call 503-823-4489 to request your free Planting Permit and schedule a free site inspection.
  2. An Urban Forestry Tree Inspector will visit your home or business to locate utilities, determine the proper tree location, and help you select appropriate tree varieties. View the City’s approved Street Tree Planting Lists.
  3. A permit is issued. Planting is recommended during the cool, wet months.

When altering a sidewalk, you must obtain a permit from the Bureau of Transportation at 503-823-1711. Tree grates and other materials may be required. In areas where sidewalks and/or curbs have not been installed, the possible location of future sidewalks or curbs must be considered.
