Tree removal permit required for trees on all private properties

New private tree removal thresholds under new tree code

If you are planning to remove trees on private property for proposed development activities, a permit from the Bureau of Development Services is required. 

When there is no proposed development activity, a permit will be required to remove private property trees in the following situations:

  • The tree is a Heritage Tree
  • The tree is 12” in diameter or greater
  • A previous land use review associated with the property governs the tree’s preservation
  • The tree is located a special Overlay Zone (regulated tree size threshold may decrease):
    • Environmental overlay zones: c, p
    • Greenway overlay zones: n, q, g, i, r
    • Pleasant Valley Natural Resources overlay zone: v
    • Scenic resource overlay zone: s
    • Aircraft landing zone: h
  • The tree is located in a special Plan District (regulated tree size threshold may decrease):
    • Cascade Station/Portland International Center Plan District
    • Columbia South Shore Plan District
    • Johnson Creek Basin Plan District
    • Portland International Airport Plan District
    • Rocky Butte Plan District
    • South Auditorium Plan District
