The Portland Citizen Corps Council (PCCC) was established by City Council resolution on October 13, 2004. The PCCC's overall purpose is to coordinate and increase community participation in volunteer efforts that address natural disasters, crime prevention and public health emergencies. Programs have been designed to educate, enable, and equip community members and are generally referred to as the Citizen Corps programs.
