On Friday (6/1) the Portland Bureau of Emergency Management (PBEM) and the Portland Water Bureau – in partnership with the Portland Bureau of Internal Business Services – broke ground on the City’s new state-of-the-art emergency coordination center (ECC). The ECC will serve as a multi-agency coordination hub supporting on-scene response to an emergency. This building - located at 3732 SE 99th Avenue, adjacent to the current Portland 911 center and Ed Benedict Park - will harness the City’s response resources, support elected officials and provide helpful information to the public during all phases of a significant emergency.
The need for a new ECC was first discovered during a large-scale, emergency-response drill conducted in 2007. During this exercise, key agencies were found to be underequipped, undersized, and too geographically spaced apart to accommodate an effective response to a regional disaster. Since then, Portland has been planning the development of a new ECC to address these needs.
The new $19.8 million ECC will house PBEM and the Water Bureau’s Emergency Management and Security offices. There are four main components to the project: a new building, a parking lot, a 150-foot telecommunications tower, and the relocation of a section of SE Bush Street. Work on the street relocation is underway and construction of the ECC is set to begin. Emerick Construction is expected to complete the project by spring of 2014.
