With the creation of the Portland Housing Bureau (PHB) in July 2010, merging the former PDC Housing department and the Bureau of Housing and Community Development, the new PHB became responsible for developing programs and projects for the City's Tax Increment Financing (TIF) Set-Aside Policy for Affordable Housing. 

In early 2011, the PHB completed a thorough review of the policy, and on November 16, 2011, the Portland City Council unanimously approved and adopted a set of recommendations that Housing Commissioner Nick Fish brought forward in order to improve the TIF 30% Set-Aside Policy.
