The project is a $20 million affordable housing initiative in North/Northeast Portland over the next five years. The effort is focused in the Interstate Corridor Urban Renewal Area in response to the well documented need for affordable housing in neighborhoods most impacted by displacement.
While the funds will mostly be used to invest in buildings, the process for determining how and where to spend the money has provided an opportunity to engage community members in ways that begin to address a long history of institutional racism and the impact of displacement on people and businesses. From the very beginning, the voice of the community has been central to the process. Throughout the fall of 2014, the Portland Housing Bureau (PHB) went out and gathered input from hundreds of area residents impacted by or at risk of displacement. Next, PHB and community stakeholders designed a set of recommendations that begin to address those needs and priorities. These recommendations will go to Portland City Council on January 28.
