This number handles jurisdictions within the metro area. 24-hour number (also known as the Telephone Report Unit (TRU). TRU is staffed by Sworn Portland Police Officers who answer calls from the non-emergency telephone line of the Police Bureau. The mission of these Officers is to reduce the call load in the Precincts and thus, free Police Officer time for investigations that are more serious and problem solving efforts. The Police Officers in TRU help meet the community’s needs by providing advice and information; and w riting Police Reports for callers who do not need a personal police response.
Some of the calls where TRU will write the Police Report include:
- Violation of Restraining Orders where the suspect is gone and their location is unknown;
- Certain thefts and fraud;
- Theft from vehicle
- Theft of identity;
- Additional information on previously reported cases;
- Telephone harassment;
- Hit & Run;
- Missing Juvenile (ages 14-17);
- Missing Adult where the complainant is calling from outside Portland;
- Child abuse calls referred from the Child Abuse Team (CAT).
TRU does not take emergency calls from the 911 system. Additionally, TRU does not take calls regarding:
- Stolen Auto;
- Expose and other sex crimes;
- Theft of firearm.
Exceptions are made for non-emergency calls from outside the City of Portland, where the incident occurred in the City.

Graffiti Hotline, 503-823-4824/ Online Graffiti Report Form
In cooperation with neighborhood crime prevention and other neighborhood clean-up efforts, Information Line staff collect data on locations with graffiti. This information is then distributed to neighborhood coalition offices and sites are monitored and updated if they have been cleaned up. The hotline was designed to provide a central clearinghouse for community members to report graffiti and to provide up-to-date data to people conducting clean-up efforts. Online Graffiti Report Form
