Entry-Level Community Police Officer


The Portland Police Bureau strives to work and live by a set of values: Integrity, Compassion, Accountability, Respect, Excellence and Service. Our community policing philosophy emphasizes cooperative work with community members and businesses to resolve on-going neighborhood livability issues, respond to emergency calls for service, encourage traffic safety, and overall reduce crime and the fear of crime. Officers build important relationships with residents and business owners by working as liaisons with various community organizations; becoming youth mentors or coaches; and building partnerships through Portland's active network of neighborhood associations.

Once hired entry-level officers will complete the Oregon Basic Academy and Portland's Advanced Academy then work uniform patrol in various shifts and geographical areas. Officers must pass an 18-month probation, during which they will complete their Field Training and Evaluation Program under guidance of the Training Division and various Field Training Officers.

New officers do not need prior experience with police tactics or firearms - we will teach you. What a new officer must bring with them to this career is the highest possible level of integrity, a strong desire to serve the communities of Portland with honor, and a continuous passion for learning and experience.

Annual Vacation Accrual increases with years of service:

0-4 years = 80 hours; 5-9 yrs. = 120 hours; 10-14 yrs. = 140 hours; 15-19 yrs. = 160 hours; 20-24 yrs. = 180 hours; 25+ yrs. = 200 hours


Shift Configurations

Community Police Officers work four consecutive 10-hour shifts each week. The current shift configurations are Mornings (7am - 5pm), Afternoons (4pm - 2am) and Nights (10pm - 8am). Most new officers - once off probation - will be assigned to either Afternoons or Nights as assignments are based on seniority within the organization. Average three-day weekends for officers newly off probation are either Monday - Wednesday or Tuesday - Thursday.


Health Insurance

95% of medical, dental and vision coverage after 30 days of employment.

Life Insurance


Basic Life:  $50,000  (City pays entire cost)

Supplemental Life:  Up to $500,000 can be purchased by member at competitive group rates.

Spouse or Domestic Partner: Up to $300,000 can be purchased by member at competitive group rates.

Dependant Life: Up to $25,000 can be purchased by member at competitive group rates.

Retirement Plan Options

The retirement program with the City of Portland provides for three potential sources of income for an employee in retirement:

Oregon Public Service Retirement Plan (OPSRP) (see OPSRP website for full details)

1.8 % x years of employment x final average salary. Normal retirement age for police members is age 60, or age 53 with 25 years of service.

Benefit Calculation Example:
Final average officer salary: $76,398 (with longevity pay)
Years of Service: 25 years
25 (years) x 1.8 percent = 45 percent
45 percent of $6,621 (final average monthly salary) = $2,980 monthly pension income

  • Officers do not pay into Social Security (approximately 7% of wages).


Individual Account Program (IAP)- part of OPSRP

The IAP is the second part of our retirement plan. The City will pay the equivalent of 6% of your base salary into your IAP account on your behalf.

Your account is credited with earnings (or losses) annually based on investment returns. Your IAP dollars are invested as part of PERS (Public Employees Retirement System) Fund and is managed by the Oregon State Treasury under the direction of the Oregon Investment Council. The IAP is estimated to pay approximately 15-20 percent of your final average salary (for a 30-year career) based on an 8 percent investment return each year. NOTE: Investment returns are not guaranteed.

At retirement, you can receive your IAP dollars in a lump-sum payment or in equal installments over 5, 10, 15, or 20 years, or over your expected lifetime.


Deferred Compensation Plans

The third possible source of income is the City of Portland’s 457 Deferred Compensation Plan which is a voluntary Plan to help individual members save for retirement on a tax-deferred basis. All amounts of compensation deferred under this Plan are held in trust, in annuity contracts or in custodial accounts with either Advantis Credit Union or ING Life Insurance and Annuity Company. Investment returns are not guaranteed.

Good Neighbor Next Door (GNND) Program

The U.S. Department of Housing and Urban Development (HUD) program entitiled the Good Neighbor Next Door (GNND) allows police, fire fighters, teachers and EMTs to purchase single-family homes in revitalization areas at a 50% discount from the HUD appraised home value. For instance, if HUD lists a home at $100,000, you can buy it for $50,000 provided you occupy the home as your personal residence for at least three years. If you qualify for any FHA-insured mortgage program, your down-payment is only $100 and you may finance closing costs. After living in the GNND home 3 years, you can sell the home and keep any equity and/or appreciation. Or continue to live in the home with a very small mortgage payment. Or refinance and take money out for other purposes. See the HUD website for more details.
