Budget Survey Program Descriptions

Precinct Patrol: Consists of North, East and Central Precincts. Provides uniform patrol officers in response to 9-1-1 calls and conducts self-initiated activities to address crime and livability issues.

Tactical Operations Division: Includes the Special Emergency Reaction Team, Crisis Negotiation Team, Explosives Disposal Unit, Air Support Unit and responds to critical incidents. 

Detectives- Person Crimes: Investigates crimes of homicide, bias/hate, sexual assault/rape, assault and robbery.  This is a subdivision of the Detectives Division. 

 

Detectives- Property Crimes:  Investigates burglaries and white collar crimes.  This is a subdivision of the Detectives Division. 

 

Child Abuse Team: Investigates physical and sexual child abuse cases.  The Child Abuse Team is a component of the Family Services Division. 

 

Domestic Violence Services: Investigates cases of domestic violence and provides support services for victims and families, as well as coordinates self-defense training for women and girls.  This is a program of the Family Services Division.

 

Traffic Division:  Responds to traffic safety concerns for vehicles, bicycles, and pedestrians and investigates fatal accidents.  This division also includes the canine unit.

 

Transit Police:  This is the multi-agency metro-area police force that serves the public transit system.

 

Drug Investigations: Investigates drug activity and alcohol license issues.  This is a program of the Drug and Vice Division. 

 

Gang Enforcement: Investigates, apprehends, and prevents gang activity and Measure 11 crimes (which include violent crimes and serious sexual offenses). This is a program of the Tactical Operations Division.

 

Neighborhood Response Teams: This program is a subdivision of Precinct Patrols; responds to neighborhood livability concerns and conducts self-initiated projects to improve Portland neighborhoods and communication between citizens and law enforcement.

 

School Resource Officers: Officers are assigned to school-related crimes and investigations.  Officer presence in schools is intended to positively affect truancy rates and fosters greater trust between Portland youth and law enforcement.  This is a component of the Youth Services Division.

 

Mounted Patrol Unit: Horse detail focusing on downtown livability issues.  This unit is maintained within Central Precinct.   

 

Crisis Response Team: Responds to traumatic incidents with both officers and volunteers and assists victims and their families during and after the event.  This program is part of the Youth Services Division. 

 

Emergency Management: Coordinates large-scale emergency planning efforts.  This program is part of the Strategic Services Division. 

 

Behavioral Health Unit: Works with social service providers to respond to instances of mental health crises and reduce recidivism of chronic offenders.  This unit has grown under the instruction of the U.S. Department of Justice settlement agreement and is housed in Central Precinct.
