On May 5, 1986, an employee of a warehouse in the 2800 block of NE Argyle Street was near the Columbia Slough at approximately 6:35 am when he discovered a deceased individual near the slough. Police responded and found that the victim, Victor White, a 32-year-old white man, had been shot and set ablaze prior to his discovery.

Victor Smith was originally from Spokane, Washington, and had prior contacts with police regarding theft and burglary. He was also reported to be a user of methamphetamines and possibly carried firearms. Investigators discovered that Victor Smith was in the Portland area in a stolen semi truck to sell stolen semi truck parts. He was in the company of another white male approximately 30 years of age just prior to his murder.
