On May 5, 1986, an employee of a warehouse in the 2800 block of NE Argyle Street was near the Columbia Slough at approximately 6:35 am when he discovered a deceased individual near the slough. Investigators discovered that Victor Smith was in the Portland area in a stolen semi truck to sell stolen semi truck parts.
