In 1993, representatives of Portland's LGBTQ community and the Portland Police Bureau met to create a written partnership agreement that would develop community policing efforts within the sexual minority community. This partnership formalized outreach and education strategies including a volunteer-based crisis response team and the establishment of the Sexual Minorities Roundtable known as SMRT. The co-chairs of the committee are Portland Police Assistant Chief Brett Smith and William Warren.
