On Friday February 10, 2012, at approximately 2:30 p.m., Portland Police officers arrested 46-year-old Jamy Patrick Collet after a two-hour standoff in the parking garage located at RiverPlace, 0300 block of Southwest Montgomery Street.

Officers learned that Collet approached three people getting out of a parked car in the garage and displayed a knife in a threatening manner. Collet then went into a utility room on the East side of the garage and refused to come out after repeated police commands.

Crisis Negotiators and limited deployment of Special Emergency Reaction Team (SERT) officers responded to assist in safely taking custody of Collet.

Negotiators tried to talk Collet into exiting the room but after repeated refusals, SERT officers deployed two canisters of a chemical agent into the room. Collet exited shortly after, then went back into the room briefly before coming out again and surrendering peacefully to officers.

A knife was recovered from inside the utility room.

Collet was booked into the Multnomah County Jail on one count of Menacing. Additional charges may follow.

Collet had no prior police contact with Portland Police officers and appeared to be undergoing a mental health crisis at the time of this incident.



Today, Friday February 10, 2012, at 12:02 p.m., Portland Police officers from Central Precinct responded to a parking garage in the 0300 block of Southwest Montgomery Street, near RiverPlace Marina, on the report of a man acting strangely, holding a screwdriver. Additional reports to police indicated that the man walked up to a witness holding a crowbar and a knife.

Officers responded and have determined the man is contained inside the parking garage and is refusing to come out.

Crisis Negotiators and a limited deployment of the Special Emergency Reaction Team (SERT) is enroute.

Area traffic is affected at this time on Southwest Montgomery Street between River Drive and Harbor Way.

PIO is enroute and interested media should stage near the turnaround at Southwest Montgomery and River.
