On Friday August 10, 2012, at 2:28 p.m., Portland Police responded to the report of an assault along the Eastbank Esplanade, near the Burnside Bridge. The victim, 31-year-old Joseph Nelson of Southeast Portland, borrowed a passerby's phone to call 9-1-1 and gave police a description of the suspect and that he was walking towards the Steel Bridge.
Officers arrived in the area and made contact with the victim who told police that he was walking along the Eastbank Esplanade reading when the suspect approached him and asked the victim if he was "looking" at him. The victim told police that he didn't respond and the suspect punched him in the face several times.
The victim did not need medical treatment at the scene.
Officers located the suspect, 31-year-old transient Jon Russell Romine, walking on the Eastbank Esplanade near the Steel Bridge and took him into custody without incident.
Romine was booked into the Multnomah County Jail for Assault in the Fourth Degree.
