February 27, 2013 18:10Portland Police Drugs and Vice (DVD) officers arrested two men in connection with the drug overdose death of a 60-year-old North Tabor neighborhood woman.
Officers arrested 38-year-old Herbert Walter Miller and 68-year-old Stephen Thomas Frias and booked them into the Multnomah County Jail.
This investigation started on Monday February 25, 2013, at 11:06 p.m., when Portland Police officers assigned to East Precinct responded to a residence in the 4500 block of East Burnside Street on the report of a possible overdose death.
Officers learned that the deceased woman, 60-year-old Karen Sue Osborne, had a drug problem and purchased pills using her cell phone.
Utilizing evidence gathered at the scene, DVD officers were able to make two arrests in connection with drug distribution.
DVD officers recovered a quantity of various prescription pills and eleven firearms from the home of Stephen Frias. Five of the firearms recovered were recently reported stolen. The circumstances surrounding the stolen firearms is an ongoing investigation and no additional details will be released.
Herbert Miller was booked on a charge of Distribution of a Controlled Substance in the Fourth Degree.
Stephen Frias was booked on 10 different drug-related charges and five counts of Theft in the First Degree, related to the stolen firearms.
Miller and Frias may face additional charges.
