Gang Enforcement Team Arrests Suspect in July 2nd Drive-By Shooting in Portsmouth Neighborhood

On Wednesday July 10, 2013, Gang Enforcement Team investigators arrested 18-year-old Omar Solano-Quitana in connection with the drive-by shooting of an 18-year-old male in North Portland.

The investigation started on Tuesday July 2, 2013, at 9:33 p.m., when North Precinct officers responded to the report of a shooting in the 9000 block of North Foss Street. As officers were en route, additional information was broadcast that the male victim was lying on the corner of North Alaska Street and Chautauqua Boulevard.

Officers and medical personnel arrived and located the victim, Oscar Alvarez-Ramirez, suffering from a gunshot wound. He was transported to a Portland hospital where he was treated for multiple non-life-threatening gunshot wounds.

During the course of the investigation, Gang Detectives developed probable cause to arrest Quitana for the shooting.

Quitana was arrested without incident at Northeast 72nd Avenue and Killingsworth Street. Officers then served a search warrant at Quitana's residence nearby.

Quitana was charged with Attempted Murder, Assault in the First Degree and Unlawful Use of a Weapon and booked into the Multnomah County Jail.
