Two Men Arrested after Fighting with Homeowner over Towed Car related to "Last Thursday"

Last night, Thursday August 29, 2013, at 9:30 p.m., North Precinct officers responded to a residence in the 4500 block of Northeast 18th Avenue on the report of a disturbance. As officers were en route to the scene they learned that the victim was arguing with some people who had their car towed for blocking his driveway.

As officers arrived they saw four suspects run away southbound on 18th Avenue. After a neighborhood perimeter was established, officers located 21-year-old Mitchell Asa and 24-year-old Marcus Forest-Cooper at Northeast 22nd Avenue and Regents Drive and took them into custody.

Officers contacted the victim, 37-year-old Dirk Tarman Jr., who told police that a week ago, he'd noticed a Black BMW parked in front of his house partially blocking his driveway. Tarman told police that he left a note asking that the driver not block his driveway. The BMW was parked in front of his house again last night, blocking the driveway so Tarman called police and Parking Patrol responded and had the vehicle towed.

Tarman told police that one of the suspects, Mitchell Asa, came up to his house demanding to know where the car was and he told him it had been towed and they'd need to call police to find out further information. Marcus Forest-Cooper then came up to Tarman's porch and began assaulting him and moved into the house and continued to assault him.

Tarman grabbed a cordless drill and struck Forest-Cooper in the arm, possibly with the drill bit, as Asa also joined in assaulting Tarman. Both suspects and two other men all ran away as police arrived in the area. One of the other two was not located and the fourth was not charged at this time.

Officers learned that the four parked in the area to attend "Last Thursday" festivities on Northeast Alberta Street.

When police located Forest-Cooper, he had an injury to one of his arms so he was treated and released at a Portland hospital.

21-year-old Mitchell Asa and 24-year-old Marcus Forest-Cooper were charged with Burglary in the First Degree and Assault in the Third Degree and booked into the Multnomah County Jail.

They will be arraigned on Tuesday September 3, 2013.
