Gang Enforcement Team detectives developed leads in the case resulting in probable cause to arrest Yoakum today. The Portland Police Bureau's Special Emergency Reaction Team (SERT) surprised Yoakum as he walked down the street on North Interstate Avenue and Emerson Street and were able to arrest him quickly.
After he was in custody, officers found a handgun and a quantity of crack cocaine in Yoakum's possession.
After Yoakum was in custody, SERT served a search warrant at a residence in the 8400 block of North Fenwick Avenue. Additionally, the Clackamas County Sheriff's Office Special Weapons And Tactics (SWAT) Team served a search warrant at a residence in the 14900 block of Southeast Paddington Road.
This investigation began on Saturday August 24, 2013, at 10:57 p.m., when Central Precinct officers responded to Southwest Naito Parkway and Salmon Street on the report of two people injured by gunfire.
Officers arrived and located a third victim suffering a gunshot wound and a large crowd of people, many of them gang affiliates in line to attend a private party on the Portland Spirit.
The victims; 26-year-old Leonard Brightmon, 22-year-old Xavier Bolden; and, 22-year-old Ronnie Smith were all transported to Portland hospitals for treatment. All are expected to survive their injuries.
The suspects are described as African American males, late teens to early 20s, medium height, medium weight, wearing all white clothes.
Investigators learned that the Portland Spirit had been rented out for a private party that attracted a large number of gang members and associates. The suspects approached a line of waiting people and there was a confrontation between the victims and suspects before shots were fired.
The shooting occurred in Waterfront Park, near the gangway to the Portland Spirit. At the time of the shooting, there were approximately 300 people on-board the Portland Spirit waiting for the party to begin.
After the shooting, Portland Fire & Rescue boats searched the river near the Portland Spirit to make sure no additional victims or witnesses went into the water. None were located.
Yoakum was booked into the Multnomah County Jail on charges of Attempted Murder (three counts), Assault in the First Degree (two counts), Assault in the Second Degree, Unlawful Use of a Weapon (three counts) and Felon in Possession of a Firearm.
